Cyrillic Keyboard EASY! Hey guys, I have a no brainer solution for those of you wishing to type fast in cyrillic without actually getting the keys mapped out on your keyboard. Go to apple's keyboards and choose Russian Phonetic instead of russian, then make shortcut keys for it (for example mine are Command+E or Command+R) and you're good to go.

I have had this issue since the early days of iPadOS 13 (even beta, but it permeated to release version, FWIW). I have sent multiple feedbacks through the Feedback Assistant app on my Mac but the only answer I got was when a feedback got closed because 'working as designed'.

I have had many users try this and they have the same issue so please try this: you need an iPad with 12.9in screen (as we need the CAPS Lock key on the on-screen keyboard to show) running iPadOS 13.x.
Go to Settings > General > Keyboard and add any Cyrillic-using keyboard (Serbian, Mongolian, Russian ...).
Now go to any application that uses the keyboard and notice how the CAPS Lock key has changed from the pointing upwards arrow to the first three letters of the Cyrillic alphabet. This is persistent through all your installed keyboards and it acquires a new function: it switches between the last Cyrillic and non-Cyrillic used keyboards. Now, to get the CAPS lock function one needs to do what one does on other iOS-like devices, that is double tapping on the Shift-key.
I don't think this should be labelled as an intentional design as if I have multiple Cyrillic keyboards I still have to go through the World-button, so it is not a time saver. This did not happen in iOS 12.x on the same iPad.
Could you please check if this happens on your device as well, what you think of this and, if you feel like I do, fill a feedback asking to revert this change? If I am the only one reporting this it is never going to change.
Thank you so much for your help.
